Angola to Offer 60 Oil & Gas Concessions by Year-End

Angola plans to award 60 oil and gas concessions by the end of 2025 to attract new upstream investments and boost production. The National Oil, Gas and Biofuels Agency (ANPG) confirmed that more than 50 blocks have already been approved through licensing rounds and direct negotiations. It intends to allocate 10 more blocks before the year ends.

This initiative aligns with Angola’s six-year licensing strategy and fiscal reforms aimed at drawing private and foreign investors. According to ANPG executive administrator Alcides Andrade, these measures will help Angola sustain crude oil output above one million barrels per day.

Angola is also unlocking value from non-associated gas reserves under its national gas master plan. The Quiluma and Maboqueiro fields, the country’s first dedicated gas projects, are expected to begin production by late 2025. A recent gas discovery in Block 1/14 further increases the country’s estimated 38 trillion cubic feet of reserves.

Industry experts project USD 70 billion in capital expenditure across the energy sector over the next five years. Several operators are already planning onshore exploration and drilling programs to tap into these opportunities.

If executed efficiently, the concession program could strengthen Angola’s position as an energy investment hub in Africa. It may create jobs, raise government revenues, and expand energy services.

However, success will depend on transparent bidding, environmental management, and clear regulations. Angola must also balance energy expansion with global decarbonization pressures.

By combining policy stability and strategic reforms, Angola aims to secure investor confidence and cement its role as a key player in Africa’s energy transition.
